Thats a start.

Can you give it to us per population. Ie: if SC region has a population of 36 million people then it would be 1 team per million. Another way to look at it would be per usav registered players in the region.

..it has been normalized in another post as I knew that question was coming....the VBREPORTER is always 2-steps ahead of the normal populace
