I tried to find out how reallocation bids work for JO's at the USA website and became totally confused. Can anyone help me out. Does anyone know

Re-allocated bids can come from Regions that do not accept regional bids they are awarded, or unclaimed bids at Qualifiers. If a qualifier does not have enough
teams to give out the maximum amount of Club bids, then those bids will go to the REALLOCATION pool. Also, if a team earns a club bid and then wins an open
bid, or a club bid of higher value, then the lower of the bid, will head to the reallocation pool.
The reallocation ranking system is done by the amount of girls participating in the region in relation to the difference in the number of players and whats called a BENCHMARK. Example, This year the highest ranked region for reallocated bids will be the Great Plains Region. They have 4694 girls registered, and that makes them 7 away from the next highest bench mark 4701. That means they were the closest region away from reaching the next benchmark which would have given them another regional bid. I hope this makes sense. First, you're talking about Reallocation Bids which effects only the American Club and National Club Divisions at JR. Nationals. This is not to be confused with At-Large bids which is a totally different animal and applies to Open Division Teams. So talking about Reallocation Bids only, there are 38 regions in USAV Volleyball and each region is allocated bids to American Club and National Club based on their previous year's membership. The Region can award bids through any competition they choose but in most cases it's theirr Regional Championship, Power League, or something to that effect. If a Region has bids that teams in the region do not wich to use, yes there are regions with more bids than interest in attending JR. Nationals, those bids are returned back to USAV and become part of a Reallocation Pool. No one knows how many bids are in that pool until all the regions report back in regarding whether they used all thier bids or are returning some back to USAV. I would guess that this occurs within the next two to three weeks. Once USAV knows the number of Reallocation Bids they have, they use a formula to redistribute the bids to other regions still having teams wishing to attend. The formula is something like how close the region is in membership to another award level. For instance if a region has 97 members and another has 99 and the next level to award a bid is 100, then the reallocation bid would go to the region nearest the 100 level, in this case the 99 member region. Once a bid has been reallocated to another region, it is that regions responsibility to award it in a fair and equitable manner; usually it goes to the runner-up in the Regional Tournament; Power League or other event that the Region first elected to award it's bids. Thanks for the input, I think I get it.
It seems like an interesting way to determine who is, for lack of a better word, is deserving of these bids..... I guess I kind of understand it.... It is in a way saying we know you were close to being allowed one more bid but you were short by 10 girls, if we get some bids back we will give them to you. I guess I wish they were base upon performance.

It always amazes me how early regions seem to get their JO allotment (sans reallocation bids) from USAV. Furthermore, how early regions choose their National and American representatives. I may be wrong, but clubs that jump out early in the year and yet don't win a JNQ's bid, seem to get an early Christmas present from their region. Some of these clubs fade a little towards the end of the season and aren't the "hot" clubs going into JO's. Does anyone know, is this fact or fiction? BTW, I'm from the SCVA region. |

first year that GEVA has awarded a bid in the 13s age group; we have traditionally returned that bid to the reallocation pool due to a lack of interest in
attending JOs at that age group...

I guess I wish they were base upon performance. Well, in a way it is based on performance, just not the performance you would necessarily recognize. It's based on the growth of the region. It is an incentive to keep growing the numbers and increasing the interest in volleyball in one's region. The greater the interest, the closer to that reward. The closer to that reward, the more teams (potentially) get to go to Nationals which then, in theory, not only increases the interest level but exposes kids to the rest of the country and slowly begins to advance the level of play for everyone. |

The benchmark system is clearly used, but how does USAV decide whether the next region in line gets a reallocated National bid or American bid? The reallocated bids usually consist of a mix, because some regions only have a National bid and either don't use it or would prefer to play in the American division. My region has been first or second in line for a long time and always received a reallocated American bid, while other (larger) regions further down the line received an extra National bid.It seems to me that USAV has some other system for deciding who gets a National reallocated bid versus an American reallocated bid. |
