Can a JVDA team get a at large bid for USAV JO's without playing at qualifiers?

No, a JDVA team cannot get an at-large bid for Open. The current Qualifier manual states a team must participate in one qualifier at the Open Division for
them to be considered in the at-large process. Now, I suppose a JDVA team could get a bid through their respective Region for the National or American
division provided they follow their regions guidelines.
