The USAV instituted this rule during the Volleyball Festival's heyday in order to make JO's a bigger deal. Now JO's is unquestionably the tournament of choice for all but a few California teams so the rule is no longer necessary. The rule just puts some clubs/teams with different priorities in bad positions like this one.
